State Agency on Alternative and Renewable Energy Sources, SAARES (Azerbaijan: Alternativ v? B? Rpa Olunan Energi M? Nb? L? Ri ÃÆ'¼zr? DÃÆ' Â ¶vl? T Agentliyi, ABEMDA ) is a government agency under the Ministry of Industry and Energy mandated by the Cabinet of Ministers. It serves as the main regulatory body within the scope of alternative and renewable energy in the Republic of Azerbaijan. State Agency is led by Akim Badalov.

Histori
The State Agency for Alternative and Renewable Energy Sources (SAARES) was established after the Presidential Decree on July 16, 2009 as part of the Ministry of Industry and Energy.

Structure
The body is headed by its director Akim Badalov and is in Government House in Baku.
Task
The Agency has the mandate of major regulatory agencies in the field of alternative and renewable energy and is tasked with the assessment of its sustainable energy potential, establishing relevant policies, including tariff policies, elaboration and enforcement of relevant procedures such as the issue of special permits to public and private entities to build facilities power plants.
Current Project
In spring 2011, SAARES is working with UNDP to launch a new project on 'Promoting Sustainable Energy Development in Azerbaijan'. This project became possible with the EUR500,000 financial support provided by the European Commission and $ 790,000 donated by the Government of Norway. Azerbaijan's current energy production relies heavily on exploitation of state hydrocarbon reserves and while renewable energy development is one of the government's strategic priorities, the legal and institutional environment has not been attractive to potential investors. The project aims to assist the Government of Azerbaijan overcome these barriers by reviewing and amending the existing legal and institutional framework. Implementation of this project will be a significant step in contributing to the achievement of the Millennium Development Goals in Azerbaijan.
